Target Market Determination

This Target Market Determination describes the customers our consumer lease product is appropriate for, and the conditions around how it can be distributed to customers in that target market. It applies to the fixed-term consumer car lease offered by Carzie Australia Pty Ltd, trading as Carzie.

What is a Target Market Determination?

A Target Market Determination (TMD) is a document which describes who a product is appropriate for (the target market) and the conditions around how the product can be distributed to customers in that target market.

Carzie Australia Pty Ltd (trading as Carzie) is required to have TMDs that meet the requirements of the Treasury Laws Amendment (Design and Distribution Obligations and Product Intervention Powers) Act 2019 in respect of its consumer lease product, and to publish them on its website.

This TMD also describes the events or circumstances where we may need to review it, to ensure we take a consumer-centric approach to the design and distribution of the Carzie lease.

The product

The Carzie product is a fixed-term consumer car lease, typically three to four years. Carzie retains title to the vehicle for the term of the lease. Every vehicle is GPS-tracked and immobiliser-equipped as a condition of approval. At the end of the term, the customer may make an offer to purchase the vehicle. Weekly payments are indicative, are based on a vehicle at a 13.59% interest rate, and include registration and insurance.

Who this product is appropriate for

The Carzie lease is designed for customers who:

  • need a reliable vehicle for work, family or essential mobility;
  • may not qualify for traditional car finance, including customers with an impaired or limited credit history, but can demonstrate the capacity to meet the weekly lease payments from stable employment or stable income;
  • live within our service area, South-East Queensland, where we can deliver, service, support and, if required, recover the vehicle;
  • accept GPS tracking and immobiliser technology on the vehicle as a condition of approval;
  • prefer, or can only access, a lease structure rather than ownership from the outset, with the option to make an offer to purchase at the end of the term; and
  • are at least 21 years of age and can enter into a legally binding agreement.

Who this product is not appropriate for

The Carzie lease is generally not appropriate for customers who:

  • live outside our South-East Queensland service area;
  • are not willing to accept GPS tracking and an immobiliser as a condition of approval;
  • do not have the demonstrated capacity to meet the ongoing weekly lease payments; or
  • require outright ownership of the vehicle from the start of the term.

How we distribute this product

We distribute the Carzie lease directly through our own website, enquiry and application channels. Every application is assessed against the customer circumstances and our credit guidelines before any lease is offered. Submitting an enquiry or application does not create a lease and is not an offer or guarantee of approval.

Reviewing this determination

We review this TMD at appropriate intervals and when a review trigger occurs, such as a significant change to the product, its pricing or its distribution, a material increase in complaints or arrears, or a change in law or regulator guidance that suggests the target market may no longer be appropriate.
